Volkan Bicer, born in Istanbul in 1984, obtained his undergraduate degree in Management Information Systems from Boğaziçi University, followed by an MBA from Galatasaray University. He served as a Product Manager in Turkcell's Mobile Marketing & Advertising Department and then as a Country Content Manager at Yahoo! EMEA Organisation. After working as the Mobile Advertising Unit Manager at Mobilera in 2008, he founded Mobilike, Türkiye's leading mobile advertising network, in 2009, which was acquired by AdColony Los Angeles based, a global mobile advertising giant with a $30 million valuation in 2015.
After the Adcolony acquisition of Mobilike, Volkan Biçer continued his journey as General Manager for Europe, the Middle East, Africa, and Latin America at AdColony.
In 2018, Volkan Bicer founded Rollic Games as the Chairman of the Board and the biggest shareholder. Global Gaming Giant Zynga acquired Rollic Games in 2020 with a $220 million valuation. This action is one of the biggest and fastest acquisitions in Mobile Gaming History.
In 2020, Volkan Bicer started Ludus Venture Capital to focus more on startups, and in the last three years, he invested more than $25 million in various mobile app & gaming startups.

Burak Dağlıoğlu is President of the Investment Office of the Presidency of the Republic of Türkiye, a position he took up in February 2020.
